To progress from a bachelor's programme to a master's within the ESSB, there was an adjusted regulation due to the corona crisis. This meant that one did not need to have completed the entire bachelor. Other faculties have similar regulations. For the academic year 2023-2024, no application can be made for a soft cut.
This year, the soft cut will not be used for the bachelor's degree.
The information below only applies to the master applicants in the academic year 2021-2022 (for the academic year 2022-2023). Below you can read the explanation of our requirements for conditional admission (the 'soft cut’):
The requirement that the bachelor's degree must be completed (the ‘hard cut’) before one can start a master's programme has been in place for many years. The Dutch Ministry of Education has allowed this requirement to be temporarily relaxed in the coming academic year, to help students who experience study delay because of the corona crisis. For the EUR, this means that you may be eligible for conditional admission to a master's programme if you have completed at least 162 of the 180 ECTS of the bachelor's programme, and under the condition that you do successfully complete the bachelor’s programme before a set deadline. If the student chooses to apply, the student can complete the remainder of the bachelor's programme during the master’s programme at their own risk, for example when it comes to schedule conflicts. An important condition is that the bachelor is completed within the academic year of starting the master. Similar regulations also apply at other universities.
Details of the regulations may differ between faculties and universities. For example, for ESSB master's programmes, one may only start with the master's thesis once the bachelor has been completed. For all ESSB master programmes, students (who have obtained at least 162 EC during their bachelor programme) can apply and be eligible for conditional admission in 2022-2023, to prevent that consequences of the corona crisis in terms of study progress lead to disproportionate study delay for the student. EUR-wide, an important condition is that there is a justified expectation that the student will complete the bachelor programme in a very short amount of time, but no later than the aforementioned deadline. For non-EEAOpens external students (who are not yet studying in the Netherlands), the expectation is that taking both the preparatory and the master programmes at the same time will not lead to a viable programme; these students are therefore not eligible for the ’soft-cut’.
For ESSB students who qualify for conditional master admission in 2022-2023, the following additional rules apply:
- The admissibility of the student must be assessed in accordance with the regulations in the EEROpens external.
- The student, who enrolls in the master while not yet having completed the bachelor programme, must have successfully completed the bachelor programme within one academic year, meaning ultimately 31 August of the academic year in which the student started the master. After the academic year in which the student started the master, the student cannot again make use of the ‘soft-cut’; meaning that the student cannot re-enroll until the bachelor degree is obtained.
- In all master programmes, the additional entrance requirement for the masterinternship (if applicable) and masterthesis is that the bachelor must be completed in full.
- It is the student's own responsibility to complete the bachelor thesis on time and to qualify for a master degree. Entering the master, without having obtained a bachelor degree, is at your own risk.

- The student must have successfully completed the bachelor programme by 31 August 2022, at the latest. Without a bachelor degree, re-enrolment in the master programme will not be possible.
- In the master programmes in Psychology and Educational Sciences, the entrance requirement for the internship and thesis is that the bachelor's degree must be obtained in its entirety. Contrary to this, the Examination Board may, at the request of the student, decide to grant the student access to the master internship and thesis if the student demonstrates sufficient knowledge. The student can submit a motivated request to the Examination Board by means of the intended online contact form on MyEur.nl. The Examination Board will honor requests for Educational Sciences if the student meets the following conditions:
- 2 of the 3 master specialisation blocks (at the EUR blocks 4.1C, 4.2C, 4.3C) have been successfully completed;
- 2 of the 3 master practical courses (on the EUR blocks 4.1P, 4.2P, 4.3P) have been successfully completed. In EC, this is equal to specialisation courses in the bachelor (on the EUR blocks 3.3 and 3.4);
- M&T at Bachelor 3 level (on the EUR: Block 3.5), or M&T at Master level (on the EUR: Block 4.4) has been successfully completed; and
- Bachelor thesis has been successfully completed.
The Examination Board will honour admission requests for Psychology if the student meets the following conditions:
- 2 of the 3 master specialisation blocks (to the EUR blocks 4.1C, 4.2C, 4.3C) have been successfully completed;
